Working closely with Beljan Development, Clarity Development Advisory successfully led the rezoning application for two unique properties in Edmonton’s Strathcona neighbourhood, along 99 Street. Transitioning two lots from CNC (Neighbourhood Convenience Commercial) and RF2 (Low Density Infill) to CB1 (Low Intensity Business) zoning, we facilitated the creation of a sensitively integrated small-scale commercial hub through the adaptive reuse of two buildings.
Constructed in 1981, these two lots currently house a three-story commercial building and a single-story residential building, previously utilized by Catholic Social Services for operations and lodging. Considering the context and character of the area, we carefully examined various options for these sites, taking into account the surrounding neighbourhood. Being subject to the Main Streets Overlay, we thoroughly assessed existing zoning regulations and the project scope, making necessary amendments to the Strathcona Area Redevelopment Plan.
Throughout the entire process, we provided continuous support to Beljan, assisting them in navigating the complexities often related to redevelopments and adaptive reuse projects. This accomplishment paves the way for exciting new opportunities, allowing restaurants and businesses to thrive within the existing structures and helping to activate both the space itself and the surrounding area. Overall, this rezoning will facilitate future redevelopment of the two parcels once the buildings reach the end of their lifecycle.

In the summer of 2023, our rezoning application received unanimous approval from Edmonton City Council. This exciting milestone allows Beljan to bring their vision of a commercial hub to life, utilizing the adaptive reuse of these two existing buildings!
