Keheewin Brownfield Redevelopment

Building on our strong collaborative partnership, Clarity Development Advisory played a key role in supporting Alldritt Land Corporation in the rezoning process for a corner commercial lot located along the western edge of Keheewin, a southwest neighbourhood. Our seasoned team of experts crafted a comprehensive rezoning application, seeking to transition the property from CNC (Neighbourhood Convenience Commercial Zone) to CB3 (Commercial Mixed Business Zone). This strategic rezoning sets the stage for the development of a ten-storey mixed-use multifamily building, featuring ground floor retail spaces. As a result, this project aligns with the future Capital Line LRT Expansion, establishing the site as a prime future Transit Oriented Development. 

This brownfield site was previously occupied by a gas station developed in 1998 and subsequently closed its doors in 2020. Following environmental remediation, the site is positioned as an ideal location for strategic intensification given its context within the neighbourhood. Located approximately 800 metres from the Century Park LRT Station, accessible via various bus routes, shared-use paths, and 111 Street NW, the transit station currently provides rapid transit access to the University of Alberta campuses, University of Alberta Hospital, Downtown, and beyond. 

Our committed team conducted a thorough analysis of zoning regulations, considering the project’s scope holistically. Through effective communication with City Administration, we explored various zoning options for the site, finding common ground between the City’s objectives and the developer’s aspirations for a successful outcome. Extensive discussions with City Administration also involved negotiating future changes post-approval in light of the transition to Edmonton's new Zoning Bylaw (Charter Bylaw 20001), ensuring additional height and floor area for the project. Additionally, Clarity's project team employed several effective public engagement strategies, consulting residents and stakeholders.

As a result of our strong public engagement and meticulous communication with City of Edmonton Administration, Edmonton’s City Council unanimously approved our CB3 rezoning in late 2023. This accomplishment positions Alldritt to provide both residential and commercial opportunities through a mixed-use multifamily building in the evolving Keheewin neighbourhood.
