North Edge Commercial

North Edge Commercial was a feasibility study and rezoning project managed by Clarity Development Advisory. The owner of the site approached Clarity with the goal to increase the range of commercial uses allowed in the existing building on site.

Clarity’s feasibility study found that because the existing Direct Development Control Provision (DC1) envisioned a transition of the site to a higher-density mixed-use form, it created challenges in the continued use of the existing building on site.

Clarity led the formation of a new DC1 that would be sensitive to the existing structure, allowing its re-use and increasing permitted commercial uses, while still envisioning a future transition of the site to a higher-density form. This included amending the Central McDougall/Queen Mary Park Area Redevelopment Plan (ARP) to include the new DC1 Provision.
