Prince Rupert Industrial
The Prince Rupert Industrial site is located along 119 Street and 114 Avenue within the Kingsway District Business Improvement Area. A challenging and unique location in the Edmonton, this area of Prince Rupert was historically developed with little separation between single-family homes and medium- to heavy-industrial uses, leading to potential conflicts. In recent years, the edges of this industrial area have been transitioning to lighter industrial and business-oriented uses, more compatible with adjacent residences.
In line with this trend, the owner brought forward a proposal to rezone the site from Industrial Medium (IM) to Industrial Business (IB). This was rejected by Council in 2021 due to community concerns regarding the possible crematorium use included in the IB Zone. Residents felt that this potential use would not be compatible with their residential neighbourhood.
Following this result, Commemorate Group approached Clarity in search of solutions, still hoping to achieve their goal of creating new leasing opportunities for neighbourhood-compatible businesses, which would not be available under the existing IM zone. To achieve this, Clarity designed a DC2 Zone which allows new leasing opportunities for compatible businesses while also ensuring that uses of potential concern to the community would not be permitted through regulatory measures.
Clarity’s expertise in public consultation, and in finding creative zoning solutions to overcome obstacles in challenging circumstances, led to this zoning bylaw amendment being approved unanimously by City Council in early 2022.
