Despite the site’s flexible CB2 Zoning (General Business Zone), several higher-level governing planning mechanisms apply to the site, including the Mature Neighbourhood Overlay (MNO), Main Street Overlay (MSO), Whyte Ave Commercial Overlay, and the Strathcona Area Redevelopment Plan. As a result, the property is subject to highly specific land use regulations, given its location. 

Reimagine Architects approached Clarity to examine the feasibility of attaining development permits to integrate several discretionary uses in the existing building as well as identifying potential barriers in doing so. We provided detailed recommendations on potential uses in a professional report, taking each applicable governing document into careful consideration.
